WILLIAMSPORT – The Lycoming County woman who admitted abandoning a German shepherd in frigid conditions earlier this month has been arraigned and released on $15,000 unsecured bail.
Miranda Nicole Waldman, 24, met state police late Wednesday afternoon at the office of District Judge Gary Whiteman.
